The U.S. Department of State is offering scholarships for master's and bachelor's programs at the University of Hawaii in the fields directly related to the development needs of Pacific island countries.
The priority areas include STEM fields (science, technology, engineering, mathematics), communication/journalism, agriculture, education, environmental studies, business, gender studies, political science, public administration, public health, NGO management, and related fields. The scholarship does not support professional degrees such as law, architecture, and medicine.
Eligibility:
- The applicants for the US South Pacific Scholarship Program should be nationals of Cook Islands, Fiji, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.
- The candidates applying for a bachelor's program should have completed their secondary school education by the university deadline for an undergraduate program.
- The applicants with undergraduate level courses not equivalent of a U.S. four-year bachelor’s degree can also apply.
- The candidates applying for a masters program should have completed at least a three-year baccalaureate program.
- The applicants with a three-yearBachelor’s degree may apply for a bridging program of up to one year.
- The candidates with dual citizenship where one is the United States are not eligible.

- Three letters of references from the referees familiar with the applicant’s academic abilities and leadership potential and high school transcripts and degree certificates.
Selection Criteria:
- The applicants are assessed based on their academic merit, experience, and leadership potential.
- The candidates are also evaluated based on their cross-cultural knowledge, adaptability, community service, and English language proficiency.
Benefits:
- The scholarship provides tuition and fees payable to the University, monthly allowance, housing, and settling-in allowance.
- The recipients also get an annual book allowance, health insurance, and a mentoring program.

We would suggest you not just look for fully funded scholarships but also take a look at the partially funded ones as well. Fully funded scholarships tend to have very stringent eligibility criteria which are not very easy to meet.
